- RAMPTOESTAND VIR MENSGEMAAKTE RAMP EN POLITIEKE KRISIS DEUR KADERS IS KATASTROFIES 
- SUPER KABINET IN UNIEGEBOU SKEP NOG ʼn SENTRUM VAN MAG 

Indien dit ʼn gewone Staatsrede was in ʼn normale jaar sou mens dalk anders kon oordeel oor President Ramaphosa se vele beloftes, ondernemings, versekeringe en terugvoer. Dit is egter nie ʼn normale jaar nie. In die krisisuur waarin Suid-Afrika hom bevind het President Ramaphosa nie sy kant gebring nie.

Ramptoestand vir ʼn ramp veroorsaak deur kaders is katastrofies  
Die Ramptoestand wat gisteraand afgekondig is en onmiddellik van krag is sou anders geëvalueer kon word as dit die regering se reaksie was op ʼn werklike ramp wat nie voorsien is nie. Vir vloede, brande, epidemies en ander natuurrampe sou die korrekte optrede die verklaring van ʼn ramptoestand kon regverdig. Suid-Afrika se elektrisiteitskrisis is egter ʼn mensgemaakte ramp wat veroorsaak is deur dekades van politieke onwilligheid, onbevoegdheid, verwaarlosing en ondeurdagte beleidsraamwerke. Dit alles gebeur midde in faksiegevegte in die regerende party. Dit het die teelaarde geskep vir diefstal en korrupsie en ekonomiese sabotasie van infrastruktuur op ongekende skaal. Drastiese ingrypings moes eers die oorsake aangespreek het en dit sou ʼn bewys van die regering en Ramaphosa se verbintenis bewys dat daar erns is om die situasie aan te keer. President Ramaphosa is egter onwillig om namens die regering en die ANC enige verantwoordelikheid te aanvaar. Om dus in die omstandighede ʼn ramptoestand aan te kondig terwyl dit gebeur onder dieselfde kaders, politieke leierskap, beleidsraamwerke en faksiegevegte skep al die potensiaal vir ʼn katastrofe. Midde in al die probleme en omstandighede wat die krisis veroorsaak het, gee die ramptoestand aan die ANC-regering onbeperkte geleenthede om onbelemmerd voort te gaan met geen toesig en oorsig sowel as onbeperkte beheer van fondse. Die Afrikanerbond gee dus graag ondersteuning aan enige aksie wat die ramptoestand se afkondiging langs regsweë sal betwis.  

Minister van Elektrisiteit in presidensie skep ongewenste sentrum van mag  
President Ramaphosa se gedeeltelike oplossing vir die kragkrisis wat deur die ANC regering veroorsaak is om ʼn Minister van Elektrisiteit in die Presidensie aan te stel. Die Presidensie tree al meer op soos ʼn super-kabinet en skep net nog ʼn sentrum van mag. Tans lyk die super-kabinet soos volg:

  • Adjunk President David Mabuza
  • Minister van Elektrisiteit? 
  • Minister Mondli Gungubele
  • Minister Maite Nkoana-Mashabane
  • Adjunk Minister Pinky Kekana
  • Adjunk Minister Zizi Kodwa
  • Adjunk Minister Thembi Siweya
Wat hulle doen is onseker en wat die spesiale magte in die Uniegebou in die Presidensie aan hulle verleen is kommerwekkend. Die reeds opgeblase en oneffektiewe kabinet kort drastiese besnoeiing om van ou hout, onbevoegde kaders en ANC-uitgewekenes ontslae te raak. Dit wil lyk asof President Ramaphosa nie die vermoë of die wil het om drastiese en ingrypende stappe te neem nie. Daarom skep hy parallelle strukture in die presidensie wat beheer en bestuur onmoontlik maak en ʼn reeds peperduur kabinet net nog verder vergroot. 

In geheel gesien was President Ramaphosa se staatsrede as demonstrasie van politieke leiding vir Suid-Afrika futloos en getuig van gebrekkige insigte in die vele krisisse wat Suid-Afrikaners teister. Ons is werklik teleurgesteld dat President Ramaphosa nie die gulde geleentheid aangegryp het en sy stempel en nalatenskap begin wys het nie. Suid-Afrikaners gaan 2023 binne met die vaste wete dat dit net nog meer van dieselfde is.

- Ruinous consequences to be expected from state of disaster due to a man-made disaster created by cadres and political crisis 
- The super cabinet in Union Building creates another centre of power 

Were it a normal State of the Nation Address in a normal year, one might have been inclined to entertain President Ramaphosa's many promises, undertakings, assurances and feedback. However, this is not a normal year. During the hour of crisis in which South Africa finds itself, President Ramaphosa did not step up to the plate.

State of Disaster due to a disaster caused by cadres is catastrophic
The State of Disaster that was declared with immediate effect last night, could have been viewed differently if it had been the government's response to a real disaster that no one could have foreseen. It would be justifiable to declare a state of disaster for floods, fires, epidemics and other natural disasters. However, South Africa's electricity crisis is a man-made disaster resulting from decades of political unwillingness to act, incompetence, neglect and ill-considered policy frameworks. All of this, amidst factional infighting in the ruling party. This has created a breeding ground for theft, corruption and economic sabotage of infrastructure on an unprecedented scale. Drastic interventions should firstly have been aimed at addressing the causes of the crisis. This would have been proof of the serious intention of the government and Ramaphosa to remedy the situation. However, President Ramaphosa is unwilling to accept any responsibility on behalf of the government and the ANC. Announcing a state of disaster while allowing the same political leadership, policy frameworks and factional infighting to continue sets the scene for a catastrophe. In the midst of all the problems and circumstances that caused the crisis, the state of disaster allows the ANC government to continue unhindered with no supervision or oversight and unlimited control over funds. The Afrikanerbond therefore supports any action that challenges the declaration of the State of Disaster through legal channels.  

Minister of Electricity in Presidency creates undesirable centre of power  
President Ramaphosa's partial solution to the electricity crisis caused by the ANC government is to appoint a Minister of Electricity in the Presidency. The Presidency is acting increasingly like a super cabinet and is merely creating another centre of power. Currently, the super cabinet in the Union Building looks like this:

  • Deputy President David Mabuza
  • Minister of Electricity ? 
  • Minister Mondli Gungubele
  • Minister Maite Nkoana-Mashabane
  • Deputy Minister Pinky Kekana
  • Deputy Minister Zizi Kodwa
  • Deputy Minister Thembi Siweya
What they are doing is uncertain, and the granting of special powers to them in the Presidency in the Union Building is worrying. The already bloated and ineffective cabinet needs drastic cuts to get rid of old wood, incompetent cadres and ANC undesirables. It would appear that President Ramaphosa has neither the ability nor the will to take drastic and far-reaching steps. That is why he creates parallel structures in the presidency, making control and management impossible and enlarging an already expensive cabinet even further.  

On the whole, President Ramaphosa's State of the Nation Address as a demonstration of political leadership for South Africa lacked substance and showed inadequate insight into the many crises that afflict South Africans. We are deeply disappointed that President Ramaphosa did not seize this opportunity to begin to make his mark and build a legacy for himself. South Africans now enter 2023 knowing full well that they are merely getting more of the same.
