Die ANC se toenadering tot minderhede

Die ANC se toenadering tot minderhede 
       – Die vervreemding is te groot en te veel brûe is verbrand 

Die ANC bou lugkastele as mediaberigte geglo moet word dat die regerende party nou skielik toenadering soek tot minderheidsgroeperinge. ʼn Jaar voor die 2024 verkiesing is die Wit, Bruin en Indiër kiesers nou as belangrik genoeg geag. Die syfer van tot 20% wit kiesers is genoem waarop die ANC sy oog het. 

Minderhede is nie stemvee nie. Bowenal is die vervreemding tussen die ANC en minderhede in Suid-Afrika te groot om eensklaps weg te wens en te glo dat minderheidsgroeperinge nou vir ʼn party sal stem wat in die jare tussen verkiesings alles doen om minderhede se regte te verskraal, verdag te maak of te ignoreer en dan so opportunisties ooglopend nou minderhede se belange op die hart wil dra. 

Stukkie vir stukkie is minderhede se regte oor die laaste 29-jaar tot niet gemaak en is die meeste minderhede wat as redelike Suid-Afrikaners saam skouer aan die wiel gesit het om die nuwe en demokratiese Suid-Afrika tot stand te bring, ook ontnugter deur ʼn land wat oorheers word deur staatskaping, onbeholpe en onbevoegde kaderontplooiing, vergrype, magsmisbruik, toenemende korrupsie en gebrekkige dienslewering. 

Minderhede word gestuit deur onverantwoordelike en ondeurdagte optredes en beleidsraamwerke, ʼn regering wat nalaat om te voldoen aan die Nasionale Ontwikkelingsplan, grandiose selfverryking en ongebreidelde korrupsie en magswellus. 

Maar die mees siniese voorstel is die gedagte wat nou deur mnr Ramaphosa geopper is in die kommer oor minderhede om moontlik ʼn “kantoor wat uitsluitlik op nie-rassigheid sal fokus” tot stand te bring. 

Die nuutgevonde toenadering tot minderhede sou dalk anders beoordeel kon word as mnr Ramaphosa enigsins gereageer het op die Afrikanerbond se voorstel wat aan hom op 13 Mei 2019 gestuur is. In die skrywe het die Afrikanerbond die President versoek “om ernstige oorweging te skenk aan die instelling van ’n spesiale skakelmeganisme vir minderhede en Suid-Afrikaanse taal-, kultuur- en godsdiensgemeenskappe om die kwellings en spesifieke behoeftes van hierdie groepe in die verskillende staatsdepartemente, provinsies en grondwetlike instellings te bevorder, te evalueer en te monitor. In hierdie verband het ons een of meer van die volgende aan die hand gedoen:
a. ’n Permanente ministerie van Suid-Afrikaanse minderhede of /gemeenskappe
b. ’n Ombudsman vir Suid-Afrikaanse minderhede/gemeenskappe
c. ’n Spesiale kantoor vir Suid-Afrikaanse minderhede/gemeenskappe in die Presidensie 

Daar is talle internasionale voorbeelde van spesiale meganismes, in Europa en ook die Ministerie van Minderheidsake in Indië, waaruit Suid-Afrika beste praktyke kan oorneem. 

Suid-Afrika het egter die politieke wil nodig om internasionaal erkende minderheidsregte in Suid-Afrika te ondersteun. Daarom kan daar nie net van minderhede verwag word om deurlopend ʼn stryd te voer vir die regte van minderhede of gemeenskappe nie, maar is dit veral nodig dat die verpligtinge van die staat en regering teenoor minderhede en kultuurgemeenskappe uiteengesit word. So ʼn skakelmeganisme sou ʼn belangrike eerste stap gewees het. 

Moontlik het ons al te veel ervaring in die verlede van die skielike toenadering tot minderhede en veral Afrikaners deur die ANC voor verkiesings waarin belangrike werkswinkels en ontmoetings gehou word, ondernemings gegee word en dan na die verkiesing en ten spyte van vele opvolg versoeke nooit weer enige terugvoer nie. Die ANC het na ons mening reeds alle brûe verbrand wat verhoudinge met minderhede aanbetref. 

As president behoort u ‘n akkoord met minderhede aan te gaan waarin die regering homself onherroeplik verbind tot die handhawing van minderhede se regte en voorregte volgens die Grondwet. 

Behandel ons ook soos volwasse eersterangse burgers van Suid-Afrika en ons onderneem om ons volle samewerking te gee om Suid-Afrika opnuut weer ‘n eerstewêreld land te maak. 

Dit is ‘n geringe maar baie belangrike voorwaarde!

The ANC's approach to minorities
       - The alienation is too great, and too many bridges have been burned

If media reports are to be believed, the ruling ANC is building castles in the air by suddenly seeking reconciliation with minority groups. A year before the 2024 elections, white, coloured, and Indian voters are now considered important enough, with a figure of up to 20% of white voters being mentioned as the ANC's target.

South Africa’s minority groups are not mere voting fodder. The rift between the ANC and minorities in South Africa is too great to suddenly wish away. The belief that minority groups will vote for a party that, in the years between elections, does everything to diminish their rights, gives them reason for suspicion, or ignores them, and now supposedly has their interests at heart, is blatantly opportunistic.

The rights of minorities have been systematically nullified over the last 29 years. Despite this, most minorities, as reasonable South Africans, have put their shoulders to the wheel to help create a new and democratic South Africa, yet have been disillusioned by a country dominated by state capture, inept and incompetent cadre deployment, negligence, abuse of power, increasing corruption, and poor service delivery.

Minorities are obstructed by irresponsible and ill-considered actions and policy frameworks, a government that fails to comply with the National Development Plan, grandiose self-enrichment, rampant corruption, and a lust for power.

But the most cynical proposal relating to minorities is Mr Ramaphosa’s mention of possibly establishing an office that will focus exclusively on non-racialism.

The newfound move towards reconciliation with minorities might have been received differently had Mr Ramaphosa reacted in any way whatsoever to the Afrikanerbond's proposal sent to him on 13 May 2019. In that letter, the Afrikanerbond requested the President: “To give serious consideration to the establishment of a liaison mechanism for minorities and South African language, cultural, and religious communities to promote, evaluate, and monitor the concerns and specific needs of these groups in the different government departments, provinces, and constitutional institutions. In this regard, we propose one or more of the following:  
a.    A permanent ministry of South African minorities/communities
b.    An ombudsman for South African minorities/communities
c.     A special office for South African minorities/communities in the presidency. 
There are many international examples of special mechanisms, within Europe as well as the Ministry of Minority Affairs in India, from which South Africa can take best practices. 

South Africa, however, needs the political will to endorse internationally recognised minority rights in South Africa. For this reason it cannot be expected of minorities to continuously fight for their rights while there are no obligations on the state and government towards minorities. In this regard, the proposal for a liaison mechanism could have been an important first step. 

Maybe the past has taught us too many lessons about sudden approaches to minorities, especially Afrikaners, by the ANC before elections. Important workshops and meetings are held, and promises are made. Then, after the election and despite numerous follow-up requests, no feedback is given. In our opinion, the ANC has already burned all bridges concerning relationships with minorities.

As president, you should enter into an agreement with minorities in which the government irrevocably commits itself to maintaining the rights and privileges of minorities according to the Constitution.

Also treat us like mature first-class citizens of South Africa and we undertake to give our full cooperation to make South Africa a first-world country once again.

This is a minor but very important condition!
